The circumstances entering this week are a huge reason for the Steelers being underdogs, as they have a lot less to play for compared to the Browns. While the Steelers can still be the No. 2 seed in the AFC with a win and a Bills loss, they can be no worse than the No. 3 seed since they have already clinched the AFC North title. Meanwhile, the Browns are fighting for their playoff lives and need a win to clinch a playoff berth. The Steelers have not been this big of underdogs to the Browns since 1989, when Cleveland entered that game as touchdown favorites. The line would clearly not be this big if Ben Roethlisberger was not being rested this week, but these odds for this fierce rivalry are historic nonetheless.
