Neither of these teams has looked very convincing at this tournament. Of course, things can always change suddenly, as shown by Tuesday’s Spain vs. France game. However, it's tough to decipher which of the teams, if either, have an advantage in this match.
England has recorded three full-time ties thus far. They have yet to win a game by more than a single goal. Things have been even more alarming for the Dutch. They very nearly fell to Turkey in the quarterfinals and trailed for 35 minutes of that match. They also lost to Austria and struggled to pull out a win over Poland. The Dutch have been better than England offensively at this tournament, but that also could be because of the defenses they've played against. The tie is the way to go if you're looking for a 90-minute result.

Kane has yet to record multiple shots on target at this tournament. However, he has attempted 15 total shots, including five each against Slovenia and Slovakia. The English offense hasn’t produced many opportunities, but Kane has still managed to score two goals and be somewhat productive.
The Dutch have allowed 20 shots on target in this tournament, despite allowing just one against Romania. In their opener against Poland, they allowed seven shots on target. The English offense has struggled, but maybe the Dutch defense is exactly what they need to get more going offensively. For this price, this prop is worth the small risk.

The Dutch have allowed goals in three of their five matches. While defensively they have struggled, they have been productive on the offensive side. They've scored multiple goals in four of their five matches, including two in six minutes in their last contest.
The English defense has been very good, allowing one or fewer goals in all five of their matches. While the offense has struggled to be overly productive, they have scored in four of their five contests. The Dutch side will likely determine whether or not this prop hits, as their offense and defense have been more inconsistent than England's. However, if both teams play to their capabilities, 1-1 feels like the absolute minimum scoring we will see.
