Ohio Sports Betting Launches January 1, 2023

The Ohio Casino Control Commission (OCCC) announced Wednesday that legalized sports betting in Ohio would begin “close to” January 1, 2023.

Ohio lawmakers set the New Year’s Day 2023 deadline when they voted last December to bring all varieties of sports betting to The Buckeye State. Once implemented, Ohio residents will be able to place wagers in casinos, betting kiosks, retail sports betting locations, and online applications.

Rumors had swirled that betting would begin in early fall to capture the NCAA football and NFL betting fervor. Still, OCCC spokesperson, Jessica Franks, stated, “We anticipate roughly 3,000 (license applications) might come in. We’re going to need to do all of those investigations to issue those licenses and then make sure they’re in compliance with all of the rules and regulations. We’re going to need all of that time right up until January.”

Legal Sports Report outlined the timeline of legislative efforts to make legalized sports betting a reality for Ohio. Two separate bills in 2020 and 2021 moved the state closer, but the House and Senate could not agree on amendments or suggested regulatory controls. House Bill 29 finally passed the legislature in December, and Governor Mike DeWine quickly signed it into law.

The OCCC will be accepting applications for 30 days beginning June 15. If the estimated number of applications is correct, 3,000 organizations will be competing for 25 online sportsbooks and 40 retail sportsbooks, including 11 professional sports locations, four casinos, and 11 racinos. The Ohio Lottery Commission will simultaneously work to institute sports-kiosk properties in bars and restaurants; they contacted 2,000 locations that may be eligible for a sport-gaming host license.

All interested entities will need to include responsible gaming plans and house rules with their applications, and they will have to be approved by regulators 60 days before the launch date.

Franks explained, “The businesses themselves need that certainty about when it’s going to start because they’ve got to get their facilities ready. They’ve got to hire staff. They’ve got to get them trained. They’ve got to get them licensed when needed. So, for them, having that universal start date where they know they have that time, it’s also going to be important for them as well.”
