Ameristar Casino Resort, Hollywood Casino Lawrenceburg and Indiana Grand Racing and Casino were the first three sports books to be granted a license, and a flood of others soon followed. At present, only four casinos offer online wagering, and have been doing so since October.
Two casinos were given conditional licenses: Rising Star Casino Resort and Majestic Star Casino. Rising Star launched its sports book two months after the majority of other Indiana casinos did so, while Majestic Star is expected to join the fray soon.
Indiana Sports Betting History
Indiana didn’t move toward sports betting legislation as quickly as some of the other states after PASPA was deemed unconstitutional back in May 2018; it wasn’t until February 2019 that discussions around a gaming expansion bill kicked off. And as has been the case in the majority of state, the initial sports betting bill introduced to the House Ways and Means Committee – SB439 – was struck down.
A reworked bill featuring several amendments was presented to the committee, which voted 17-6 in favor of sending it along to the State House as bill H1015. The bill passed overwhelmingly, and was signed into law by Gov. Eric Holcomb on May 8.
That landmark day made Indiana the 10th state to legalize sports betting, though it was the 13th state to actually introduce sports betting to the public in early September.

- An initial fee of $100,000 and an annual license fee of $50,000 is required to obtain a sports betting license.
- The state assesses a tax rate of 9.5% on sports betting handles, with 3.3% of that revenue earmarked for assisting problem gamblers
- Indiana saw a 60.6% monthly increase in sports betting handle in November, taking in $147.3 million.
- Mobile wagering accounted for 65.3% of Indiana’s handle for the month despite being active in only four of the state’s 15 approved casinos.
